What is the difference between HP REFURBISHED Photosmart C6280 and HP Photosmart C6280? Why is the refurbished one cheaper with the same product info?

i have an epson stylus 440 printer. i usually buy the ink cartridges from epson. com, but i got recently broke. so i bought ink cartridge from 123ink.com. it did not print at all. next i bought from 4inkjet.com. the same thing happened. i would have probably came out cheaper just paying the high price from epson. anyway, i tried to contact 123inkjet.com and 4inkjet.com and could not find any contact info, except a phone # where no one answers. what should i do? thanks for any help.
